Overview

Climate Investor One (CIO) is a blended finance facility managed by Climate Fund Managers, established in 2015. It focuses on accelerating the development, construction, and operation of renewable energy infrastructure projects in emerging markets. CIO employs a mix of public sector funding, private capital, and contributions from Development Finance Institutions (DFIs) to support renewable energy projects in low and lower-middle-income countries. The facility targets wind, solar, and hydro projects with an average size of 25-75 MW or total investment costs of USD 80-100 million. CIO comprises three underlying funds: the Development Fund, the Construction Equity Fund, and the Refinancing Fund, each targeting different project stages. CIO's investment strategy involves providing financing for the entire lifecycle of a project, from design to construction and into operations through post-construction refinancing. The facility has a strong geographical focus on Africa, Asia, and Latin America, aiming to mobilize private capital and contribute to increased access to electricity, reduced carbon emissions, and the implementation of international sustainability standards in the sector. Co-investors include FMO, FinDev Canada, and the African Development Bank. Since its inception, CIO has been involved in several significant projects, including the exit from its investment in Cleantech Solar in March 2022. This exit marked a successful milestone, with Cleantech Solar expanding its portfolio from 72 MW to 600 MW, establishing itself as a leading supplier of renewable energy solutions in South and Southeast Asia. The facility continues to play a pivotal role in financing renewable energy projects, contributing to the global transition towards sustainable energy sources.
