The Hellenic Development Bank of Investments (HDBI) is Greece's Sovereign Fund of Funds, managing public and European resources to invest in Venture Capital and Private Equity funds alongside private investors. It partners with private investors and international entities, such as the UAE's Mubadala Investment Company, leveraging public funds to attract private capital and build Greece's investment ecosystem. HDBI manages funds amounting to €2.1 billion, sourced from the Public Investment Program and the Recovery and Resilience Fund, with a portfolio of 42 funds as of December 2025, totaling assets under management exceeding €2.7 billion. HDBI's mission is to develop and strengthen the investment ecosystem of Venture Capital and Private Equity funds with the participation of other private and institutional investors, aiming to increase investments in innovative and extroverted sectors of the Greek economy while respecting ESG criteria. These investments aim to strengthen the recovery, resilience, transformation, and sustainable growth of Greece's economy. HDBI's strategic objective is to attract private and public investment capital, manage it properly, create added value, map the country's investment and business landscape, and promote best practices based on ESG criteria. The funds supported by HDBI invest in startups and more mature companies operating in key sectors of the Greek economy, such as technology, energy, environment, food, manufacturing, and more. HDBI aims to expand the Greek investment ecosystem and attract international investment schemes and capital that will strengthen entrepreneurship, extroversion, resilience, and the competitiveness of the Greek economy.
