Established in 2004, Plenary Infrastructure Partners is an independent long-term investor, developer, and manager of public infrastructure, specializing in public-private partnerships and precinct development. The company has more than 200 professionals across offices in Sydney, Melbourne, Brisbane, Adelaide, and Singapore. Plenary's assets under management comprise 22 projects worth more than A$32 billion, part of a global portfolio of 89 projects worth more than A$90 billion across Australia, North America, the Middle East, and the UK. The company is known for delivering iconic public infrastructure in Australia, such as Sydney Metro, the Victorian Comprehensive Cancer Centre, and Gold Coast Light Rail. Plenary's holistic approach embraces infrastructure financing, managing design and construction, complementary commercial development, and ongoing management and operation of infrastructure assets. In 2024, sovereign investor ADQ acquired 49% of Plenary, marking the first major inbound investment from the UAE into an Australian company following the signing of the Australia-UAE Comprehensive Economic Partnership Agreement. This partnership established a co-development and investment platform, Plenary Middle East, to pursue public and social infrastructure opportunities in the Middle East and Central Asia. Plenary remains majority-owned and controlled by its Australian founders and senior management team, maintaining operational independence as it continues to develop and invest in long-term infrastructure and real assets.
