Overview

Established in 2016, Turkey Wealth Fund Management Company (TWF) serves as the sovereign wealth fund of Turkey, managing assets across various sectors to support the country's economic development. The fund's portfolio includes 36 companies from seven different sectors, as well as licenses and real estate holdings. TWF focuses on strategic investments, supporting large-scale infrastructure projects, and strengthening capital markets to contribute to Turkey's economic growth. TWF's investment strategy encompasses a diverse range of sectors, including financial services, transportation and logistics, energy, mining and iron-steel, licenses, technology and telecom, agriculture and food, and real estate. The fund aims to enhance the value of its assets by implementing value creation programs, investing in key sectors, and supporting visionary projects that align with Turkey's economic objectives. TWF's operations have been characterized as secretive and opaque. In recent years, TWF has actively engaged in capital markets and financing activities. In February 2024, the fund issued a $500 million Eurobond maturing in 2029, marking its first international Eurobond issuance. In October 2024, TWF issued a $750 million sukuk al-ijarah with a tenor of just over five years, which was oversubscribed, with investor orders totaling nearly $7 billion, approximately 14 times the amount offered. These initiatives demonstrate TWF's commitment to diversifying its financing sources and supporting Turkey's economic development through strategic investments and infrastructure projects.
