Overview

The Three Seas Initiative Investment Fund (3SIIF) is a dedicated commercial fund focusing on critical infrastructure investments in Central and Eastern Europe. It aims to address the significant infrastructure gap in the region by investing in transport, energy, and digital infrastructure projects along the north-south axis of the Three Seas countries. The fund's strategy involves collaborating with national development finance institutions and private investors to raise capital, targeting a total fund size of €3 to €5 billion. Investments are intended to complement public funds and European Union financial instruments, aiming to generate attractive returns for investors. Amber Infrastructure Group serves as the exclusive investment adviser to the fund, responsible for origination, asset management, and capital raising services. The fund's investments include Cargounit, Poland's largest locomotive leasing business; Enery, a renewable generation company with operations across Central and Eastern Europe; Greenergy, an Estonian data center platform; BMF Port Burgas, a major port operator in Bulgaria; and R.Power, a leading independent power producer active in solar PV and battery storage across the region.
